He is the Minister of Health in Uganda Government (GoU) since May, 2013. His immediate previous position was Minister of Information and Communications Technology (ICT). He served as Uganda's Permanent Representative at the United Nations from January 2009 - May 2011. Dr. Rugunda led the GOU delegation to the Juba-based Peace Talks between GOU and the Lord’s Resistance Army (LRA) from July 2006 to January 2009. He joined Makerere University and later the University of Zambia where he graduated as a Medical Doctor (1975). He holds a Master’s Degree in Public Health from the University of California, Berkeley, USA (1978) also studied Paediatrics at the University of Nairobi (1984).
