"One of the most valuable resources, hardly utilized, is the manpower locked up in the universities. For most African countries, the universities and the university medical centers represent expensive, budget-swallowing and almost unaffordable institutions. The national exchequer, especially in the critical days, would often wonder what could be done to relieve him of this unavoidable burden. Universities are reservoirs of science and technology, knowledge and culture. But they are also the conscience of the nation and, paradoxically, the focal point of dissent, reaction and sometimes conservative immobility."
